L. Heath Sampson, President & Chief Executive Officer

Heath Sampson was appointed President and Chief Executive Officer of Modivcare in November 2022. With over 30 years of leadership experience, Heath has a proven track record of driving transformation and growth. He joined Modivcare in February 2021 as Chief Financial Officer and played a pivotal role in the company's focus on innovative healthcare solutions through supportive care services.

Prior to Modivcare, Heath served as the CEO of Advanced Emissions Solutions, Inc., where he led a significant turnaround. He has also held key leadership roles at Square Two Financial and First Data Corporation.

Outside of his corporate accomplishments, Heath attended the University of Denver due to both its academic reputation and he had the opportunity to play for one of the country's leading college hockey programs. He earned a Bachelor of Business Administration in Accounting and a Master of Accountancy from the University of Denver.

Ilias Simpson, President, Modivcare Mobility

Ilias Simpson was appointed President, Modivcare Mobility in April 2022. Simpson has more than fifteen years of executive leadership experience, with a focus on logistics and transportation, at companies such as Radial Inc., a subsidiary of Bpost Group – Parcels and Logistics, where he served as President and CEO, Ryder System, Inc., Pentair, Cintas, and Halliburton. Additionally, he is a decorated veteran of the United States Air Force.

Simpson graduated with a Master of Business Administration from the University of Dayton and a Bachelor of Arts in Sociology from the University of North Texas.

Anne Bailey, President, Modivcare Home

Anne Bailey was appointed President of Modivcare’s Home division in March 2023. She brings over 25 years of executive leadership experience in the healthcare industry, including payor and revenue strategy, insurance, and communications.

Bailey was most recently a senior executive and Group Vice President at DaVita, a fortune 250 healthcare company. She was a founding member of DaVita’s Power of Women group and led DaVita’s community giving for many years. Bailey also has experience working with lawmakers to advance healthcare policies. Prior to DaVita, Anne was at Bain & Company, where she led consulting teams focused on domestic and international growth strategies. Anne has served as President of the Chronic Disease Coalition and sits on the boards of CU Denver Business School, City Year Denver (emeritus), Amp the Cause, and OI Infusion.

Bailey holds a bachelor’s degree from the University of California, San Diego, a Master of Science degree in information systems from the University of Colorado, and a Master of Business Administration degree from the Wharton School.

Jody Kepler, Chief Compliance Officer

Jody Kepler, J.D., LL.M. joined Modivcare in March 2020 as Chief Compliance Officer. She brings over 20 years of compliance and legal experience in the healthcare industry with a track record of developing pragmatic, successful corporate compliance programs. 

Prior to Modivcare, Kepler served as Senior Counsel at Tenet Healthcare, Chief Compliance Officer at BioScrip, legal counsel at Coram CVS Specialty Infusion Services, and associate attorney to law firms in the Denver area. 

Kepler has a Master of Laws degree from the University of Denver and a Juris Doctorate degree from Southern Methodist University.

Jessica Kral, Chief Information Officer

Jessica Kral was appointed Chief Information Officer (CIO) in June 2023. She brings more than 25 years of leadership experience working at Fortune 100 companies and more than eight years as a C-level executive leading diverse, global IT teams.

Prior to joining Modivcare, Jessica held CIO roles at Optum Home & Community and UnitedHealthcare Medicare & Retirement. She previously served in leadership roles in software engineering, infrastructure, technology strategy and transformation.

Jessica holds a Bachelor of Business Administration from the University of Wisconsin – Eau Claire and is a certified facilitator of Senn Delaney’s culture-shaping methodology. She is also an executive coach with a Graduate Certificate in Executive and Professional Coaching from The University of Texas at Dallas.

Jonathan B. Bush, Senior Vice President, General Counsel and Secretary

Jonathan Bush was appointed Senior Vice President, General Counsel and Secretary of Modivcare in July 2021. Bush has over two decades of in-house and law firm experience in M&A, securities regulation, corporate finance, corporate governance, private equity, restructurings, healthcare regulation, and compliance.

Before his promotion, he served as Modivcare’s Vice President, Deputy General Counsel and Assistant Secretary. Previously, he was Vice President, Corporate Development and Deputy General Counsel at BioScrip, Inc. and held a variety of corporate transaction-oriented roles at PilieroMazza PLLC, Dechert LLP, Schulte Roth & Zabel LLP, Goldman Sachs & Co., and Cravath, Swaine & Moore LLP.

He graduated with a Bachelor of Arts in Economics from Harvard University and a Juris Doctorate from The University of Texas School of Law.

Matt Snyder, Senior Vice President, Strategy and Transformation

Matt Snyder was appointed Senior Vice President, Strategy and Transformation in December 2022. With over 25 years of supply chain management leadership experience, including leading successful enterprise transformation in the logistics, technology, and manufacturing industries.

Before joining Modivcare, Snyder served as the Chief Strategy and Transformation Officer for Radial, the leading e-commerce third-party logistics provider in the U.S. He previously held leadership roles in operations, engineering, continuous improvement, account management, and project management for Radial, Ingersoll Rand, and Dell.

Snyder holds a Bachelor of Science degree in industrial engineering from Stanford University and a Master of Business Administration from the University of Michigan.

Seth Ravine, Senior Vice President, Growth and Innovation

Seth Ravine joined Modivcare in September 2021 as Senior Vice President of Strategic Solutions by way of the company’s acquisition of VRI, an industry-leading provider of remote patient monitoring solutions. As head of the company’s cross-functional Mobility, Home and innovation strategy, Ravine is a mission-driven executive with a proven track record of delivering results and a passion for driving the best capabilities and services to the vulnerable members of the healthcare community.

Before he joined Modivcare, Ravine served as the Senior Vice President of Sales at VRI and held previous senior leadership roles, including Chief Revenue Officer at Acclaris, a Wills Towers Company, and Senior Vice President of Sales and founding team member of Silverlink Communications.

Ravine holds a Bachelor of Science from the University of Vermont.

Rebecca Orcutt, Senior Vice President, Chief Accounting Officer

Rebecca Orcutt was appointed Senior Vice President, Chief Accounting Officer of Modivcare in August 2022. Orcutt has more than twelve years of financial experience in healthcare, financial services, and public accounting, with expertise in Securities and Exchange Commission reporting and policy, technical accounting, Sarbanes-Oxley Act compliance, merger and acquisition (M&A) activities, and business combination integrations. Prior to her promotion, Orcutt had served as the Company’s Vice President, Financial Reporting and Accounting since January 2021. Previously, she worked for over a decade in audit and assurance at KPMG LLP.

Orcutt, a certified public accountant, graduated with a B.S. and a Master of Accountancy from the University of Denver.
